Can I use fennel seeds or fennel bulb fronds instead of wild fennel?

Fronds from a garden fennel bulb are a workable substitute — use about 40 g for the same volume. Fennel seeds alone give sharpness but none of the fresh herbal quality; if seeds are all you have, use a small amount alongside plenty of fresh fronds.

What if I can't get rabbit offal?
