Can I soak it for less than overnight?

Minimum 4 hours at room temperature produces a partial soak. Less than that and the center of the cake will still be dry. Overnight refrigeration gives the best, most even result.

Why is my cake soggy on the bottom?

The sponge needs to be placed on a rack over a tray during the initial pour so the excess milk can drain. If it sits in pooled milk, the bottom overcabsorbs. Alternatively, bake in a high-sided dish (23×33 cm) and pour the milk directly onto the sponge in the pan — traditional restaurants serve it this way.
